How It Works
Applications are accepted on a rolling basis beginning March 15. Funding is limited and awards are made on a first-come, first-served basis.
Awards
The award amount is determined by the institutional financial aid office and varies based on the cost of tuition and approved fees and the number of credits taken each term.
STAND Program funds:
- do not cover the cost of book and other course materials,
- must be used within six years of an initial award,
- may be used for up to 21 credits of general education requirements or until the applicant has met the general education requirements, whichever comes first,
- can only pay directly toward tuition and approved fee charges and cannot be refunded to the awardee.
Eligibility Requirements
- Be a West Virginia resident for at least 12 months prior to date of application
- Be a U.S. citizen or eligible non-citizen
- Submit the STAND application
- Have a high school diploma, TASC (former GED) or high school equivalent and be at least 18 years of age
- Be currently enrolled in a registered apprenticeship program recognized by the United States Department of Labor’s Office of Apprenticeship or be a journey worker holding a Certificate of Completion of Apprenticeship issued by the United States Department of Labor as verified by your local trade union.
- Enrolled in courses toward the associate degree in applied science in Skilled Trades or Occupational Development
- Be in compliance with the institution’s Satisfactory Academic Progress (SAP) Policy, for renewal
- Complete all general education coursework
- Within six (6) years from the initial date of enrollment in the STAND Program; or
- Within two (2) years following the completion of the apprenticeship program, whichever period is longer for apprentices;
- For journey workers, within six (6) years from the initial date of enrollment.
- Students must maintain compliance with all institutional and Council policies, including program participation requirements, course attendance and academic performance standards.
Renewal
Awardees must:
- Apply for funds every year by completing the STAND Program application, which opens March 15 annually. An application covers the Fall, Spring and Summer terms in each academic year (ex. Fall 2026 through Summer 2027).
- Be meeting all eligibility requirements listed above
- Be in compliance with the institution’s Satisfactory Academic Progress (SAP) Policy
